Dubai licensing material includes separate verification, experience and good-standing requirements. Ireland was still considering a proposed PLAB 2 rule on 4 August 2026. No PLAB-specific route was verified for Oman, Kuwait, Bahrain, Singapore or Hong Kong.

UAE and Dubai: the corroborated position
Current licensing guides that cite the April 2025 Unified Healthcare Professional Qualification Requirements report that PLAB 1 and PLAB 2 passed within a five-year window, or active GMC registration, can qualify a doctor for a tier 1 exemption from the DHA Prometric assessment. The exemption itself should be confirmed through the DHA portal for the doctor's record.
An exam exemption is one component of licensing. It is not a DHA licence, a job offer or permission to begin clinical work. The April 2025 UAE qualification requirements require primary source verification of qualifications and professional documents. For a general practitioner title, the document states that two years of clinical experience after internship are required. It also requires a professional licence or registration and a Certificate of Good Standing that is no more than six months old when submitted.
In practice, the doctor should expect DataFlow primary source verification, a GMC Certificate of Good Standing, proof of internship and at least two years of relevant post-internship experience. The DHA eligibility service places primary source verification before any computer-based assessment that is required, then separates registration from licence activation by the hiring facility.
The primary PQR confirms experience, good standing, verification and the broader examination framework. The PLAB and GMC exemption line was reported by current licensing guides, so the DHA self-assessment and a portal decision are needed before paying for DataFlow or making relocation plans.
An examination exemption does not determine a job title, seniority or pay band. Employers still assess specialty, experience and recent clinical responsibility.
Ireland: close, but not law yet
On 4 August 2026, the Irish rule was still only a proposal.
The Irish Medical Council's consultation on draft 2026 registration rules closed on 22 June 2026. The proposal would recognise PLAB 2 as an alternative to PRES Level 3 after the Council found the two clinical assessments equivalent in standard.
If the rule is made, an eligible doctor who passed PLAB 2 could avoid PRES Level 3 when applying through the relevant Irish registration route. That is the expected effect of the draft, not the current legal position. PLAB 2 and GMC registration should therefore remain supporting evidence in an Irish plan, not a substitute for the requirements that apply on the date of application.
On 13 March 2026, the Council reportedly expected the exemption within three to four months. The later consultation report published on 12 June 2026 confirmed the draft and the 22 June closing date. No final rule was in force on this page's 4 August 2026 verification date.
Candidates should watch the Medical Council's registration rules and application guidance for a dated commencement notice. Until that appears, an employer's expectation or an older three-to-four-month estimate does not create an exemption. This is the first section of the guide that needs revision when a final Irish rule takes effect.
Saudi Arabia and Qatar: reported, not confirmed
Published SCFHS regulator text did not confirm consultancy claims that UK credentials receive a general exam waiver or a particular classification. The SCFHS classification and registration requirements remain the starting point for an individual application.
A reported Qatar directive identified as DHP/2025/24 could not be confirmed in regulator text. The Qatar DHP official circular index lists circulars and qualifying-exam material, but it does not establish the reported interpretation for PLAB and GMC holders.
For either country, written confirmation should identify the qualification, intended professional category, required assessment and document list. Until then, no exam exemption should be assumed.
Where there is no PLAB shortcut
Oman, Kuwait and Bahrain
No PLAB-specific exemption was confirmed for Oman, Kuwait or Bahrain on 4 August 2026. These systems use local regulator processes, primary source verification through DataFlow and their own assessment requirements. Exemptions may depend on named higher qualifications, but PLAB or GMC registration should not be treated as one of those qualifications without a regulator decision. Bahrain's NHRA licensing procedure directs non-Bahraini applicants to professional qualification requirements and DataFlow rather than a transferable UK licence.
For all three states, the 2026 default is the full local licensing process.
Singapore: school recognition is not PLAB recognition
Singapore does not offer a PLAB-specific route. From 1 February 2026, its recognised list included 24 UK medical schools, after City St George's and Exeter were added. The Singapore Ministry of Health announcement makes the distinction clear: eligibility follows the listed primary medical qualification and the Singapore Medical Council's requirements, not a later PLAB pass or GMC registration.
A UK-trained specialist has a different possible route. The Specialists Accreditation Board criteria allow a doctor with a UK CCT, relevant GMC specialist registration and equivalent training to be considered for accreditation. Consideration is case-by-case. It is not automatic recognition, and it does not turn PLAB into a Singapore licensing examination.
Hong Kong: qualification routes, not a GMC transfer
Hong Kong's system also turns on named primary medical qualifications rather than PLAB. Thirteen UK schools appeared on the recognised qualification lists used for the limited and special registration routes introduced under the 2022 ordinance. The Medical Council of Hong Kong list is updated by dated batches, while the special registration rules add employment and service conditions. Eligible doctors may use those routes without the local licensing examination, but there is no separate concession for passing PLAB or holding GMC registration.
Documents to keep after UK practice
Licensing teams commonly request contracts, job descriptions, references, appraisal records, proof of internship, recent experience and a regulator-issued Certificate of Good Standing. Doctors considering another country after UK practice should preserve these records from each post.
UK specialty recruitment remains subject to the 2026 training prioritisation rules, and several specialties also use the MSRA. A service or trust-grade post may still provide employment evidence even without a training number.
Before paying for DataFlow, relocation or an assessment, the target regulator or employing hospital should confirm the licensing category in writing. For Dubai, the portal should confirm the April 2025 exemption against the doctor's own record. For Ireland, the final registration rule must be in force. For Saudi Arabia or Qatar, a written case-specific answer is needed because the reported exemptions were not verified.

Does Ireland accept PLAB?

Can UK-registered doctors work in Saudi Arabia without further exams?
That cannot be assumed. Published SCFHS regulator text did not confirm consultancy claims about a general exam waiver or favourable classification for UK credentials. SCFHS or the employing hospital's licensing team should confirm the position for the exact qualification and role.
